My 1099 SSA is OVER in BOX 5.
Box 3 - most of the figures are DOUBLED except for my Part B withheld.
SSA states they sent me an initial check that I never got. Apparently they sent it to my deceased father's bank account which was closed. I never ever gave them this bank account number. Months and months later, I got the check. So now the SSA is doubling the amount I was paid, yet that I returned 66,000. So this doubling has created all of the amounts to be doubled in BOX 3. When I calculate, the amounts are not even doubled. Most are more than doubled. I need that correct backpay for the last 3 years to determine if I'm better off to amend the last 3 years taxes. Even the lawyers fee is doubled in BOX 3. I have a correct copy of their payment. I have the correct amounts from the SSA in letters to me, explaining all the pay, what I received for each year and dates. The IRS tax advocate and my CPA cannot do anything until I get the correct 1099. The IRS cannot help in getting the correct 1099. I've opened a Congressional Inquiry and they are reluctant now-not following up. Its been more than 30 days. In the meantime, I will be responsible for massive penalties on taxes owed. I'm beside myself. Losing sleep. What can I do?

It depends. If I understand your comments, you know the correct amounts of social security received and the repayment amounts. File the current year immediately. Some things to keep in mind.
There is no reason a tax professional wouldn't be able to prepare and file your tax returns with the best information you have. An amendment can always be completed if necessary. You can also contact the Taxpayer Advocate Service (TAS), who is there to assist you when having difficulty with the IRS. They could guide you as to the next steps, however I would not delay in filing returns if you feel confident in the dollar amounts as indicated.
Take one step at a time and it will all come together.
