TurboTax is showing my pension as NY taxable when it is not taxable. Can this be corrected without overriding?

I received 3 1099R's for my NYC pension . My pension is subject to federal but not NY tax. 1 1099R had a number 7 in box 7 and was reported correctly on my Federal and NY income tax forms. The other 2 had a number 8 in box 7 and were shown correctly on my federal return but as taxable on my NY return. The New York City Retirement System has told me that these amounts are refunds and are NOT taxable in NY. Is this a problem with TurboTax?

After you make the 1099-R entry, a follow-up screen asks "Where is This Distribution From?  You can indicate it from New York City retirement and you have to indicate the New York Distribution Amount.
