Turbotax is asking for a 1099r that the company says I don't need. I am trying to get a rapid refund, what do I do

Did one transfer over from last  year?  If you don't have one this year Delete it.  If you want the Refund Advance you only get it after the IRS Accepts your return which won't be until the IRS opens efiling in February.  So even if Turbo Tax lets you efile now they will just hold the returns until the IRS opens at the end of January or February.  DO NOT FILE EARLY! Many times people get another tax form and have to amend their return later.
