I Have Experienced This Same Problem As The Turbo Tax Program Does NOT Have A Place To Enter The Federal Tax Taken Out On 1099-INT Box 4. It Is A Glitch That so far Turbo Tax Will Not Admit To. I Found A Workaround. Here it is: For The Particular Entry In Question - Look For A Line That Says: "SHOW RELEVANT FORM". Open That Form And Enter Line 4. AFTER This is Entered, The "Amount Owed" Should Go Down. This is what worked for me in 2024 for the 2023 tax year.

As a general rule, taxpayers who choose the standard deduction on their federal income tax returns do not owe federal income tax on state tax refunds.
The vast majority of taxpayers claim the standard deduction. Your state tax refund was received because you had more withholding than your tax due, when you filed last year's return. Your tax form that reports your state refund (1099-G) would not have withholding on it. However, if you received Form 1099-G for unemployment, you would enter that amount from Box 4 when you enter the tax form.
