Does it matter if I input my information as the primary and my husband as the spouse? In the past, my husband's info was always inputted first?

Yes, you must use the same primary taxpayer, you cannot switch the order

The IRS cannot possibly be that clueless.

I agree, it's not like you do not include the social security numbers for both
