My husband is a retired teacher with teaching retirement income from Kansas, Oklahoma and Texas. We lived in Texas until July 2019 and now reside in Arkansas. Texas does not have state income tax but Arkansas does. Are we required to file an Arkansas state income tax return for the retirement income he's received since we moved to Arkansas (July 2019) or is the retirement income from states other than Arkansas exempt? Yes, you need to file a tax return with the state of Arkansas for the retirement you received since living there.
Arkansas does not tax you on the Social Security you receive and does not tax you on the first $6,000 of retirement income you receive.

Another question ~ Is it $6,000 total that is exempt from Arkansas state taxes or is it $6,000 for each state that my husband is receiving retirement income from (KS/OK/TX)?
The total amount exempt is $6000. Arkansas state exempts up to $6,000 in retirement income from the state income tax. This includes military, civil service, local, and state government as well as private pensions.
