My mom is on Social Security and normally does not file taxes because she doesn't meet the requirements to have to file, but last year Social Security started with holding federal taxes for some reason. So she needs to file taxes in order to recoup that money, does she need to file state taxes as well since this is a federal issue?

If they did not withhold state taxes, she should not have to file a state return.
your mom should file a new withholding request form with SS Administration.
