Social Security Number already in use and not allowed to file my taxes? Has my identify been stolen?

I tried to file my taxes online but I keep receiving an error message saying that taxes have already been filed under my social security number despite the fact that I have not filed my taxes. Has my identity been stolen or is this just a glitch in the server? How do I correct this?
