Since I paid back my RMD on my inherited IRA from CARES act and answered the question "none" as instructed under the 1099R section why is still shown as a taxable income?

1040 line 4b shows amount of 1099R but it was paid back April 2020

To be able to tell TurboTax that this was rolled over, you'll need to tell TurboTax, when asked, that this was not an inherited IRA.  (Code-4 distributions are not normally eligible for rollover, so TurboTax doesn't normally allow you to indicate that you rolled them over.)
