There will be no early withdrawal penalty for foreign pension.

You report your foreign pension under less common income. 

• Open your TurboTax
• Click on Wages and Income 
• Click on the less common income
• Click on Miscellaneous income
• Click on other reportable income
• Enter the foreign pension
