Both of my parents did not received RMD last year and their return is filing jointinly TurboTax asked for an amount of RMD for one parent and not another. Am I suppose to include the both RMD amounts under one parent

No, each parent's RMD should be reported individually on their Married Filing Jointly return. The prior year should be checked in case there needs to be an amendment filed.

No. The RMD question only comes up if there is a 1099-R to enter for *that* spouse.
Are you saying that both spouses failed to take the 2019 RMD?
What was the 1099-R for the one spouse for?
Did you indicate that the 2019 RMD was not taken and was a 5329 penalty waiver created?
