If you have code D in box 7 then the issue has been fixed in TurboTax Desktop. Please make sure you update the software.
You might have to delete and reenter your Form 1009-R.
I had this same problem and tried to delete it and the form for penalty and it still shows error. How to get past this? It is a never ending loop!
