We hav no retirement income except for Social Security this 1099R is asking about the payer, I'm not sure what to do here?

Do I need to do anything with this blank 1099-R since we have no retirement income?

What blank 1099R?    If you do not have a 1099R for retirement income you received then skip that.

 

Are you entering your SSA1099 in the wrong place?

 

Do not try to enter your SSA1099  or RR1099RB as a W-2.  Go to Federal> Wages & Income>>Retirement Plans and Social Security  (SSA1099 and 1099RRB) to enter your SSA1099.

Do you have any other income?  If you only get ssi or SS or SSDI  it is not taxable and you do not have to file a return.  And there is no benefit in claiming dependents or deductions.   Unless you have federal income taxes withheld from the benefits or you get health care insurance through one of the state marketplace exchanges and receive a Form 1095-A then you need to file a tax return.
