Thrift Savings Plan to ROTH IRA

I have a withdrawal from TSP, some of which I sent to a ROTH IRA for me and spouse.  TurboTax can't seem to identify it as a rollover conversion and thinks that we both exceeded ROTH IRA contributions.  How do I fix this?
