Since these are Roth IRAs and the excess contribution was withdrawn prior to tax deadlines each year, shouldn't we be tax-exempt? If so, do I need to file amended returns for 2018 and 2019?

What is the 1099-R box 7 code on each of the 2018 and 2019 1099-R's that you should have received for the removal?
The code in 1099-R 2019 for Roth distribution is PJ.
I am in error regarding my 2018 1040. That is for 2017 taxes for which I had NO excess contribution. In 2019, I withdrew 2018 excess contribution in February 2019 for the 2018 excess. I received a 1099-R in January 2020 for the February 2019 distribution. So - the recent 2019 taxes filed July 2020 is the only instance of paying the "Other Tax"
Somehow in the Q and A while filling out my taxes this year I must have incorrectly answered No Distributions taken from Roth in 2019. It's not a large amount of penalty that I paid, $254, but I would like to amend the tax form if possible.
A 2019 1099-R with a code PJ says that it is for a return of contribution returned in 2019 but taxable in 2018. You must amend 2018 to report it but only the box 2a amount would be taxable. It does not go on your 2019 tax return at all unless you had federal tax withheld in box 4.

I mistakenly put the 1099-Rs on the 2019 tax return. I will amend 2018 but I did read that it must match exactly the one filed. Unfortunately I only have a print out of 2018 and cannot locate the TT file for 2018 return that was submitted. Can I file this manually by printing out blank 1040X forms and finding the correct instructions?

If you entered the 2019 1099-R code PJ in the 2019 TurboTax it would have said that you need to amend 2018 and then it would ignore the 1099-R.
To amend 2018 in TurboTax you must start with the 2018 original tax return filed with TurboTax. How did you file 2018?
Online for 2018 ended on Oct 15, 2019. 2018 and earlier can only be amended with TurboTax using the CD/download version installed on a PC or Mac computer.
2019 amended Federal returns can either be e-filed or mailed. 2018 and earlier amended returns can only be mailed. It is suggested that it be mailed certified with return receipt (or other tracking service) to verify that the IRS or state receives it.
