Can you help me with the situation if non resident receives debt back from American, does this person need to pay tax in USA or in ones residence country?
The person paid tax to USA for the debt amount when s/he lived in USA .
The person does no longer live in USA, but had a green card until 2017 and paid tax even though there was no income both in USA and residence country.
If necessary to inform IRS, what form(s) does the person need to file?
Thanks for your help in advance!
