There is nothing that would stop you, but if it is a Traditional IRA and for any reason the contribution does not take place then you would have to amend.

An extension extends the time to *file* to Oct 15, not to make a 2019 contribution,.
Per the IRS Pub 590A.
Contributions can be made to your traditional IRA for a year at any time during the year or by the due date for filing your return for that year, not including extensions. For most people, this means that contributions for 2019 must be made by April 15, 2020.
