In the new turbo tax do I need to pay for turbo tax before I can see the pension splitting optimizer? I did not have to last year (2023).

If not how do I run the pension optimizer prior to paying?

Yes, you do need to pay before you see everything. See the instructions for printing or reviewing your tax return before you file.
