I think you are trying to enter a substitute Form 1099-R in TurboTax. You can do that as follows:
After you complete the Form 1099-R entries, later on you will see an option to complete Form 4852.
@Denverbarb , while agreeing with my colleague @ThomasM125 , I still do not understand if you are a US person ( citizen / GreenCard) and living in the USA, why you have received 1042-S. Did the issuer withhold Federal taxes ?

the IRS wants to know the answer to that question answer as well. Yes, there are federal taxes being taken out. It’s my uncle’s account. He is not now and never has been a foreign person.

Are you saying that you are preparing a return for your uncle, whom is an US person, and the issuer has his SSN, knows he is a US person, then the 1042-S is in error . Please contact the issuer and have them issue a 1099 instead ( including showing that taxes were withheld.).
If on the other hand , you are saying that you have inherited an account from your uncle ( US person ) then your immigration status would be germane to whether the issuance of 1041-S is correct or not.
I still think you need to contact the issuer --- perhaps they made a mistake--yes ?
