Solution:
For some reason, the technical glitch initially described here persisted for that particular form but other forms were accessible as normal. I was not able to determine the cause or find a solution to this problem via a phone call with a TurboTax customer support rep. Eventually, I discovered that the form I was trying to access directly could be amended from a more generic menu selection.
Ultimately, I think this mistake could have been avoided if the form entry question was worded more clearly. I had trouble understanding the scope of the questions pertaining to Traditional vs. Roth IRA contributions and early distributions. This led to incorrect information on my final return documents (Form 5329 Part III & IV). Again, I was able to correct this error via a different menu selection that was less intuitive to expect to lead to the correct forms.

Since you have already filed, you cannot revisit and change any info until you've started an amended return.

You can get back into your return without amending. BUT DON"T MAKE ANY CHANGES TO A FILED RETURN unless it was rejected.
To get back into the return
With your return open, select the State Taxes tab near the top. This will take you to the state section and you can proceed from there.
