Not sure what you mean by "partial pension"----but if you are trying to claim a parent as a dependent, the only income that does not "count" is Social Security. Any other income that is more than $4300 for the year does count, so if the pension was over $4300 you cannot claim them.
You have to pay more than 50% of their support AND they must have less than $4300 of taxable income. A pension is almost always taxable income. If the amount is less than $12,550, the person might not owe tax, but the income is still considered taxable for the dependent determination.
