OPM 1099-R RMD question

Yes, you are correct, this does not apply to an OPM pension. You can answer the first question No, none of this withdrawal was an RMD and the second question will disappear.

OPM 1099-R RMD question

If these are regular periodic distributions from CSRS or FERS, the entire amount is RMD.  TurboTax is actually asking the amount that is ineligible for rollover and these distributions are never eligible for rollover.  Since you would not have rolled over any of these distributions, it really doesn't matter what answer you provide to this question.
