No.  Look at the 1099-R, and enter the form here:  Federal tax withheld is in Box 4.

Federal taxes; Wages and Income; Retirement.

No.  Look at the 1099-R, and enter the form here:  Federal tax withheld is in Box 4.

Federal taxes; Wages and Income; Retirement.

No - it means any federal tax withheld from the distribution reported on the 1099-R, Box 4.
