If an IRA to Roth rollover occurs after 12-31-18 but before 4-15-19, can that income be recognized for the year 2018 since there will be no 1099 issued for 2018?

No. Dec 31, 2018 for a 2018 conversion. Any conversion in 2019 is a 2019 conversion and will be reported next year on your 2019 tax return.
