Is there a way to move a Form up or down on the Forms list in my return?

I would like to move an Explanation Statement so it appears immediately below the right Form.

No, because of the way the IRS demands the return to be presented.

All official Forms must be present first followed by any schedules and then any worksheets or Explanation Statements.
