No amount in box 16 on 1099R

What do I put in State Distribution Bo 16 on 1099R when it there is no amount entered

Are there any state income taxes withheld on box 14 and a state Payer's number in box 15?

Yes in both but there is no Box 16.  Do I just use the Box 2a amount?

You will need to use the box 1 amount for entry in box 16 since state taxes were withheld on the gross amount distributed.
