Need form 8606 for tax year 2021 from Turbo Tax. I will send in directly to the IRS via online portal. This is a result of a 60 day IRA rollover (back to same account).

Nothing about an IRA rollover is reportable on Form 8606.
If you do actually have some reason to file a 2021 Form 8606, it can be prepared using the CD/download version of TurboTax (perhaps the amendment version if you used the online version of TurboTax to prepare your 2021 tax return) but cannot be e-filed.

If you do need a 8606 for 2021 here is a blank one you can fill out by hand.

Do you need to see your 2021 return (or prior) to fill it out?
How to Access prior year online returns
https://ttlc.intuit.com/community/prior-year-return/help/how-do-i-access-my-prior-year-return/00/270...
If you can't get the side menus to open up to access the prior year..... You need to start entering some basic Personal Info in 2022 for the side menu to open up. Just continue a little ways into 2022. I had to go though about 12 screens.
If you used the Desktop CD/Download program then the only copy is on your computer and not saved or stored online. So you need to make and keep your own backups.
Or request a transcript from the IRS
