My wife is permanently disabled and is unable to work. Does she count as a dependent of mine since her Social Security income is only 20% of what I make at my job?

No.  A spouse is never a dependent.  You still file a Joint return even if she has little or no income.  Joint is better than claiming a dependent.  You get a higher Standard Deduction and other benefits.   You will have to enter her SSA-1099 for Social Security into your tax return.
