My son recently switched from a 1099 job to one that withholds taxes. Does he simply stop sending in quarterly reports or is there something more he needs to do?
Also, he needs to pay considerably less than the estimate for this quarter. Does he simply send in a reduced amount although the coupon states a higher amount?

Yes he can simply cross out the amount and write another amount on it. Yes he can stop sending in quarterly estimates. The IRS is not expecting them.
