Yes, if he is filing a return he should include the SSA-1099 information. It is not likely to be taxable unless he has substantial additional income (more than $25,000 for an individual or $32,000 for married filers).
and you would only include HIS 1099 - not yours - on his tax return. (I took it that both of you are receiving a 1099)
