In past years they always reported it under line #20a social security benefits.
But this years form is different and when we went through the process we had to fill out a form which we don't have 1099.
The federal return was accepted but the state was rejected because of that form.

If you were able to successfully efile a Federal return with a 'Substitute 1099-R' for your parents' German pension, but their State return was rejected, save a copy of their Originally Filed Federal Return.
Then open their return and change the reporting of the pension income in their Federal return. Go to File, and try to Efile their State return only again.
Here is an alternative way to report the Foreign Pension Income in their Federal return:
1. Sign into your account, select Take me to my return
2. To your left, select Federal, from the top, select Wages & Income, scroll down to Less Common Income (very last section on the screen)
3. Click on Show more drop-down menu, scroll down to Miscellaneous Income, 1099-A, 1099-C- Start
4. Select Miscellaneous Income- Other reportable income, select Start
