My mom passed 12/2023. She received a 1099-LTC for reimbursement in 2024 - she had no expenses in 2024. How is this 1099-LTC reported?

This will be reported on the beneficiary return(s).  Your mom's final return was filed for the year of her death and nothing belongs to or is filed for her after 2023.
