Sorry, no. People pay into Social Security and Medicare throughout their earning years and when they reach retirement age or become disabled they can get monthly Social Security benefits. At age 65 they can get Medicare that covers medical care. But even Medicare does not cover 100% of all medical expenses, so there can be out of pocket expenses that the person still has to pay even when on Medicare or on a supplemental plan that has some co-pays.
