If you manually input your Form(s) 1099 it does not ask for an address. You could try deleting them and input them manually.
As an alternative you can enter this income under "Other Income" as follows:

Hi, Linda: Thanks for your message. I did think about entering the data by hand. I have several 1099's, each has at least 50 transaction items to report, so entering the data by hand is not viable. In TurboTax Review, it lists my foreign street and house # but asks for the name of the State. The box for the country name is blank and I couldn't input anything. I also couldn't enter the full State name. Finally I put in only the first two letters of the foreign State and it passed the Review. Since my uploaded 1099's all have the same foreign address, I think when IRS reviews my filing, they should see my full foreign address. I have reported similar filings in the past several years and did not encounter this kind of problem. Not sure why TurboTax program all of a sudden creates this new obstacle to inconvenient their clients. Anyway, appreciate your input very much.
