1099-R (federal retirement) box 1 gross vs box 2a taxable amount. Turbo tax uses the Box 1 amount instead of the taxable (2a) amount. Why is this?

Look at your 1040 and see how it is shown on the actual return rather than how this format shows it. Line 15/16a will show the total amount and 15/16b will show what is taxable.
