Form 1099-R , box 9a, says 0%, but you say it has to be minimum of .01%. What do I do?

This solution fails to address the fact that TurboTax does not accept leaving the box blank.  How do I get past that road block?

Sure it does ... I never enter anything in that box and I never get an error.  Try deleting that 1099-R and entering it again from scratch.
