Financial institution did not send 1099 for retirement account. I have data. How do I enter it in TT

Are you referring to form 1099-R for a retirement withdrawal? That form 1099-R has some information that you may not have such as the distribution code or the payer's EIN.

I recommend that you reach out to your custodian to get a copy or log in to your online account to retrieve a copy.
