In the Federal Taxes area of TTD, the question is asked "Withdraw from Xxx's Roth IRA Before 2017?"

I don't understand if this question is asking if withdrawals were made before Jan. 1 2017 or does this mean before Dec. 31, 2017?

It is referring to anything prior to January 1, 2017 (2016 or earlier).

If there were any distributions or withdrawals during 2017, then they are being entered on your tax return.
