what is the issue? if there is nothing there, and your state has income tax, best to just enter the same as box 2a.

On your 1099-R, if any State Tax was withheld in Box 14, there needs to be an amount in Box 16 (normally the same amount as Box 1 or Box 2a).

 

If no state tax was withheld, you can leave Boxes 14-16 blank in TurboTax.  The Box 1 or 2a amount will transfer to your state return, and, depending on your state, may be non-taxable, partly taxable or fully taxable.
