Yes. The 1099-NEC requires her to file. Although she may pay no income tax, she will have to pay self employment tax on that amount. If tax was withheld on her W-2 she would also have to file to get that back. Be sure when she files that she checks the box saying that someone else can claim her.
Ye s she has to file her own return for it. You don't include their income on your return. It would only go on their return if they are required to file one. To file a separate return for your dependent you need to set up a new account. Online is only good for one return per account. You can use the same email address for 5 accounts. They can probably use the Free Edition. How to start a new online return

Be sure on their return they check the box that says they can be claimed on someone else’s return. If their only income is W2 and under 12,950 they do not have to file a return except to get back any withholding taken out.
For 1099NEC.....That is self employment income and she has to pay self employment tax on it even if she owes no regular income tax.
You can enter Self Employment Income into Online Deluxe or Premier but if you have any expenses you will have to upgrade to the Self Employed version. Or use any of the Desktop CD/Download programs. How to enter income from Self Employment
