Lived and worked in NV, Built my 401k and when I left and moved to GA in DEC of 2005 and filed Taxes in 2006 for that year GA taxed my 401k and says I owe 7000. Can they tax that money?

If you actually lived in Nevada (NV) when you received distribution from the 401(k), then Georgia (GA) should not be able to tax you on the distribution from your 401(k). You will have to get proof of residency and proof of distribution date to fight the claim.
