No.   Only the amounts on the 1040 form line 16 gets sent to the IRS.  The IRS gets the 1099-R from the issuer.  TurboTax does not send the 1099-R forms to the IRS, only the 1040 gets sent.

Yes the box 2b should not be checked on both forms.
