If I have a 1099-R and all of the information is correct (“1” is marked in the correct box) , why do I have to wait for a 5329-T to finish my taxes?

Because you have a 1 in box 7 you must wait for the form 5329 to be ready even if you will not use it ... those are the rules. 

The IRS will not start processing returns until the 29th at the earliest so you have time to wait.
