I worked in US from 2018 to 2019 and moved to Canada for 2 yrs. I moved back to US in Jul 2021. Can I contribute the full $19.5K for 401k tax deductions for FY 2021?

I am not a citizen, on non-immigrant work visa. I have worked with the same firm throughout the period.

Having qualifying  wages is the only limitation to putting money into a 401K ... your citizenship or place of residency is immaterial.

Thanks! I was told the the rule says I need to have worked for a year to qualify. Hence the question around eligibility since it's been only 5 months since I moved back.  https://www.irs.gov/retirement-plans/plan-sponsor/401k-plan-qualification-requirements
