If "Needs Review" persists, cycle though Income & Expenses, Deductions & Credits, Other Tax Situations and Federal Review.
If you receive a message at Federal Review, it may provide more information about the issue that needs to be resolved.
If you are getting a "Needs Review" and nothing you do is eliminating the error, you may want to delete the 1099-G and then re-enter the 1099-G by hand. Sometimes there is something that is hanging up in the return that just by deleting and re-entering the document in question, fixes the problem.
