Yes, you are correct. Just make sure that you are letting the TurboTax system know this is a government pension.
You will be able to select that it is a government pension related to NY under the 1099-R section once you have entered your information (See Screenshot). Just make sure to enter the total amount as NY distributed amount.
Then when you are in the NY state section, the pension should flow as exempt automatically.

There was no screen shot with your message. Where do I tell Turbo Tax that my pension is from New York State (and therefore not subject to NYS taxes)?
FYI - This is a new forum layout. Some posts that have June 2019 dates are really older posts from the old forum that got moved over. So they might be for prior years and not current info. When they migrated over the dates got changed to June 2019. And the screen shots got deleted.
