I have already had the taxes taken out of my IRA distrubutions I received in 2016. Is that shown any where on my Ohio State taxes, in other words, am I paying twice????

If you had taxes withheld on a retirement distribution, you'll see those figures on the 1099-R form you received.  The federal taxes withheld will be in box 4, and the state taxes withheld will be in box 12.  When you entered the 1099-R in TurboTax, you should have entered those boxes along with the rest of the amounts on the form.

Prior to filing, you can go back to double-check by clicking on the Federal Taxes tab, then Wages & Income, then scroll down to Retirement Plans & Social Security and click IRA, 401k, Pension Plan Withdrawals (1099-R).  Follow the prompts and you can check the entry screen to make sure there are figures in boxes 4 & 12.

If you've already filed, take a look at your tax returns.  On the federal return you'll see the federal withholding appear (along with any other withholding amounts) on line 64 (line 40 on 1040A).  On the Ohio IT 1040 tax return, the state withholding will appear in the amount on line 14, Ohio Income Tax Withheld.
