I have a retirement income from a washington state union. I now live and work in California, is the income I receive from my union pension in Washington taxable in California?

Yes it is - retirement income is taxable only by the state you are living in when received - it doesn't matter where it comes from or where "earned".

I moved here (CA) in Sept of 2016 so any of the income after that is considered earned in California?

That's right, whatever was received after arrival in Calif is taxable to Calif.
