Form 1099-G can represent several different things, such as unemployment compensation, a state income tax refund, etc. But if you are genuinely unable to identify it for yourself, and it doesn't seem to match any of the TurboTax categories, then perhaps this is one of those instances where we could serve you better as a customer if we could talk to you in a live setting (which is not possible to do in the AnswerXchange forum here).
That way we can ask you some probing questions, and you can verbally describe what you have. Working together, we should be able to figure out what kind of 1099-G you have, and then how you can enter it into the TurboTax software.
