I have 2 1099-Rs, one before 59 1/2 (dist code 2), one after (dist code 7). Turbotax is populating form 5329 with code 7 numbers. Has anyone run into this?

It may be possible that the distribution codes were entered on the wrong 1099-R. I would go back to your 1099-R entries, and double-check that the distribution codes are applied to the correct 1099-Rs. Please see the following link on how to go back to your 1099R entries:
